Summary of Kansas 2013 Knife Law Changes
Effective July 1, 2013
- Knife Preemption – See About Knife Preemption for more information. Caution – “HB 2033 did not spell out that municipalities could not enforce ordinance already in place or repeal ordinances prior to July 1, 2013.
- Schools, jails, and juvenile correctional facilities can still regulate knife possession.
- Possession or carry of switchblades, dirks, daggers, stilettos and throwing stars is no longer a criminal offense.

Governor Signs Key Knife Legislation
UPDATE (April 16, 2013) – Governor Brownback signed the 2013 Kansas knife legislation today which will not be effective until July 1st, 2013. Enacted HB 2033

Kansas Knife Bill Amended in Senate Conference Committee and Agreed to by the House
UPDATE (April 4, 2013) – Concerns in the Senate regarding the ability of schools and other juvenile facilities to be able to regulate knife possession resulted in amending HB 2033. The definition of “municipality” can be found KSA 75-3102. The bill now would exclude from the definition of municipality the following entities: school districts, jails and juvenile correctional facilities. HB 2033 will also now eliminate “throwing stars” from the list of weapons considered criminal to carry.

HB 2033 Headed to Senate
UPDATE (March 8, 2013) – HB 2033 to remove possession restrictions and enact knife preemption (see About Knife Preemption for more information) passed the Kansas House yesterday (93-28) and has been referred to the Senate Committee on Federal and State Affairs.

2013 Kansas Knife Legislation Would be Positive for Knife Owners and Knife Manufacturing
Cody, WY (January 20, 2013) – Thanks to the Kansas House Federal and State Affairs Committee for their combined effort to introduce legislation that will benefit knife owners in the Sunflower State.
HB 2033 would enact knife preemption, prohibiting cities from regulation the transportation, possession, carrying, sale, transfer, purchase, gift, devise, licensing, registration or use of a knife or knife making components. It would also prohibit a city from enacting any ordinance that would be more restrictive of knife manufacturing than the manufacture of any other commercial good. This bill would also amend the crimes of criminal use of weapons and criminally carrying a weapon by removing restrictions on switchblades, dirks, daggers, and stilettos.
